Why can’t I upload remixes on this site?

I seen many other people do it?

Why can’t I do it. It’s when I upload it a few days after it’s made I have to delete.

The sonic casino song I can understand why. But then why can’t I post remixes on this site?

When I clearly see other people doing it.
